While Hla Oad may be a tiny fishing village, it is a very important place to most travelers. The average traveler will pass through here very often, in their travels. Hla Oad's shipmaster, Baleni Salavel, offers traveling to Vivec, Ebonheart, Gnaar Mok,and Molag Mar. You will often find yourself going to Hla Oad to get to one of these cities quickly, especially if you live in Balmora. Besides being able to travel, Hla Oad doesn't offer many services. It only has one tradehouse, Fatleg's Drop Off, where you can find Trasteve, who sells items to travelers. Also, Dalam Gavyn at Fatleg's Drop Off offers smith services. Llemisa Marys, also at Fatleg's, has a supply of lockpicks and probes for sale, and Perien Aurelie is a pawnbroker. As for training services, there really isn't that many people that offer training. The only people that will offer you training are Pallia Ceno, as well as Llemisa Marys at Fatleg's Drop Off.

Pallia Ceno - a female Imperial agent, is a Novice for the Imperial Cult. She offers training.
Baleni Salavel - is a female Dunmer shipmaster. She is also engaged in smuggling, if you check the goods on her ship.
Rabinna - is a female Khajiit slave. She is involved in a quest.
Relam Arinith - a male Dunmer smuggler, and is a Brute for the Camonna Tong. Relam owns Rabinna, a Khajiit slave, and he is involved in a quest with delivering Rabinna.
