Districts and Places

Seyda Neen is a small town, where everyone starts at in Morrowind. It's a small Imperial port town in the Bitter Coast region, bordering the Ascadian Isles. The town has a few hardworking commoners and several guards as well as a few rogue travelers from time to time. No boats offer traveling sadly. Seyda Neen is a good place to explore for the new Morrowind players.

The most important building in the town is the Census and Excise Office, which is only found here. This is where you are given your very first quest and freedom. Also, there is the lighthouse which towers over all of Seyda Neen and lets you see the whole town. Also, close to the Census and Excise Office is Arrille's Tradehouse, which is the only shop and tavern in town. Also, the tradehouse has some people that will give you training and quests. On the northeastern edge of the town is the silt strider which lets you go to Balmora, Gnisis, Vivec, and Suran.

Places of Interest

Census and Excise Office - This is the where you are given your freedom. Various quests are given here too.

Lighthouse - You can find a book that will increase your skill here, and the top of the lighthouse lets you see all of Seyda Neen. 

Arrille's Tradehouse - the only tavern and shop in town. You can get a quest here if you talk to Hrisskar. Also, Raflod the Braggart and Elone offer training here.

Important People

Sellus Gravius - the last person you speak to when leaving the Census and Excise Office. He takes your release papers that you are given and gives you a letter, some coin for your pocket, and a package for Caius Cosades. 

Socucius Ergalla- helps you at the beginning of the game to select your character's class and determine which sign your character is born under. Also, he gives you your release papers and gives you a quest.   

Arrille - The owner of Arrille's Tradehouse, and the local trader.   

Jiub - the first person that you see in the game. He is mentioned as an easter egg in Oblivion, as the mysterious hero who somehow drove all the Cliff Racers from Vvardenfell. It is also mentioned that he was called 'Saint Jiub', and has been killed by the Daedra during Oblivion. Another curious fact is that if you could look at yourself in the beginning of the game, before you're given the chance to choose your race, gender, and appearance, you would see that you look exactly like him.

People to Kill

Fargoth - He is in a few quests. He is like the adoring fan of Morrowind, and it is recommended to kill him after you do the two quests that he is involved in, if not the second you see him.
