Districts and Places
Skingrad is located in the West Weald, along the Gold Road. It is a city that looks like London in the 17th-18th century. The city is ruled by Count Janus Hassildor, who is a wizard that has ruled Skingrad for a long time. The town is divided into two parts: the northern part, that has most of the business and the southern part that has most of the homes and the Great Chapel of Julianos. Outside of Skingrad are the two best vineyards in all of Cyrodiil, which belong to Tamika and the Surilie brothers. Skingrad is where all of Cyrodiil's wine is produced.
When you first enter Skingrad from its main entrance, if you go to the northern part of the city, the first thing you will see are the Fighters guild and Mages guild next to each other. The Fighters guild here doesn't give contracts, but if you talk to the people there, you can get the location of several goblin caves put into your map. The Mages guild here specializes in Destruction spells so if you want good Destruction spells, this is the place to go. Besides the two guilds you can also find the West Weald Inn and Colovian Traders in this part of the city. The West Weald Inn is where Sinderion, a master trainer in alchemy and the person that gives you the quest Seeking Your Roots, lives. Colovian Traders is a general shop where you can purchase upgrades for your Skingrad house. If you continue going east, you will find All Things Alchemical and Hammer and Tongs. All Things Alchemical is just like the name says, a shop that sells alchemy products, and if you speak with the owner about Daedric cults, you can get Sanguine's shrine added to your map if you haven't already. Hammer and Tongs is a store that specializes in melee and offers to repair your weapons and armor.
Now continue and go to the southern part of Skingrad. In the southern part of the city you can find the Great Chapel of Julianos. There is also the Two Sisters Lodge. If you go outside, you can get to Castle Skingrad. Here you can purchase Rosethorn Hall from Shum gro-Yarug and do some quests for certain guilds.

Castle Skingrad - Shum gro-Yarug, the person that sells Rosethorn Hall is usually here. Also, various quests are done here.
Important People
Shum gro-Yarug - an orc butler that sells Rosethorn Hall and is involved in one of the Thieves guild quests. He is usually in Castle Skingrad's mainhall, the West Weald Inn, or Colovian Traders.
Adrienne Berene - a Breton that is head of the Skingrad Mages Guild. She gives you Skingrad's reccomendation and sells Destruction spells.
Orthrelos- an advanced trainer in Sneak, that's in the Thieves guild. He is only in Skingrad on the 7th and 8th day of each month, at the West Weald Inn.
Reman Broder - an advanced trainer in Marksman and a member of the Thieves guild. He only offers training when he is not working in the grape vineyards. Also, he resides in the south-west corner of Skingrad.
Sinderion - a merchant in the basement of the West Weald Inn, that gives you the Seeking Your Roots quest, and is a master trainer in Alchemy.
Ambroise Canne - a male Breton that offers advanced training in Block when he is not working in the grape vineyards.
Janus Hassildor - the Count of Skingrad. He is a wizard that has ruled Skingrad for a long time. He is involved in couple of quests.
Erina Jeranus - owner of the West Weald Inn. She sells food and beds.
Mog gra-Mogak - owner of the Two Sisters Lodge. She sells food and beds. Also, her sister Ugak sells horses at the Gratefull Pass Stables.
Glarthir - a Bosmer that is REALLY paranoid and starts the paranoia quest.
