Districts and Places
Balmora is the district seat of House Hlaalu. It is one of the largest cities in all of Vvardenfell. This is where most people go to join the guilds in Morrowind. The city consists of four main districts: High Town, the Commercial District, Labor Town, and Moonmoth Legion Fort.
Balmora is divided into four districts. The first one, Hight Town, is where the rich people live. It is on a hill to the west. It has the best manors, the Tribunal Temple, the Hlaalu Council Hall, the Morag Tong guildhall, one of the best clothiers in the entire game, the Fine Alchemist shop where you can buy complete set of Master's apparatus (which also restock), and both a Master's and a Grandmaster's Mortar & Pestle.
The second district, the Commercial District, is west of the river, and is centered on the large plaza just north of South Gate, with the silt strider port along the south wall, east of South Gate. The Fighters Guild, Mages Guild, the pawnbroker, a bookseller, an armorer, the Razor Hole, the Council Club, the Eight Plates, and Lucky Lockup are found here.
The third district, Labor Town is where the poor people live. It is located east of the river. Here you can find the Southwall Corner Club where the Thieves guild operates, in Balmora. Besides that, there are a lot of houses here.
The fourth and final district is the Moonmoth Legion Fort. It is southeast of town, and houses the Imperial Legion garrison and the Imperial Cult.
Places of Interest
Hlaalu Council Manor - You can join House Hlaalu and Hlaalu services are found here.
Tribunal Temple - You can pray to get rid of diseases and have other services here.
Fighters Guildhall - You can join the Fighters guild, and do a lot of quests here.
Mages Guildhall - You can join the Mages guild and a lot of quests are given here.
Southwall Corner Club - The Thieves guild operates here, you can get quests here, and get rid of your bounty here.
Morag Tong Guildhall - Writs are given here if you are in the Morag Tong. Also you can find the Morag Tong treasure chests here (although they are well guarded). For you thieves that want something challenging to steal, this is a nice place to go.
Important People
Nileno Dorvayn- Found at the Council Hall and is the ranking Hlaalu local.
Eydis Fire-Eye - Found at the Fighters Guild and is the Fighters guild steward.
Ranis Athrys- Is the Mages Guild steward.
Ethasi Rilvayn- Is the Morag Tong steward.
Feldrelo Sadri -The ranking cleric of the Balmora Tribunal Temple.
Sugar-Lips Habasi - Often rumored to be the local boss of the Thieves Guild in the South wall Cornerclub.
Caius Cosades -Grand Spymaster of the Blades and is involved with the main quest.
Hecerinde - Is found on the east side of the Odai River on the northern end of town. He is a master trainer in security.
